Hello,
As my fellow eBay sellers know, there are horrible scum of the earth wretched eBay buyers that will bid on an item and win the auction but then won't pay and what happened to me is this **bleep** buyer told me he had a question and to text him and he gave me a phone number which I knew was obviously a scam so I tried messaging him through eBay and he wouldn't respond and then I looked at his page and he deleted is *bleep**
account so eBay please for the sake of sellers have an option to make bidders put their credit card in before they bid so **bleep* buyers can't do this anymore.

Banks and, CC processing companies and the FTC have very strict rules about when and where companies can ask for CC.
This would not be allowed.

It takes 3-6 months for a user to close their account.
When an account is suddenly gone, it’s because eBay shut them down.

I've never heard about those kinds of rules before. Do you have a link you could post that might explain when and where companies can ask for CC?

When you apply for a mortgage the lender can’t request a credit card number to pay for the appraisal until after the borrower signs and acknowledge receiving the Loan Estimate and Notice of Intent to Proceed.

They can't show you something that supports that.
In Buyer Management you can require buyers to provide a payment method before they make an offer.

A mortgage is not under the same rules as an auction house.

I think the payment method being needed for Best Offer works because it is for a specific item and that item will be paid for at the time of submitting the information.
With an auction, there are variables to finalize before paying.
Only certain situations allow a merchant to pre authorize an amount. Open tab at a restaurant or pre authorize a fill up at a gas station for instance.
