Do you have a business license?
Did you successfully link a Payoneer account to eBay? Did eBay send you an email 2-4 weeks later saying your seller account is activated and you're all set?

If your account is correctly setup and you have followed all the Sri Lankan laws pertaining to selling on eBay then simply start listing. A couple of tips.
1. Understand your costs and the fees associated with selling on eBay.
2. Build a cost model so you know where to set your pricing to attain the net return you are looking for. Don't forget to factor in income tax on your net.
3. Start slow. As a new seller depending on what you are selling you will/could be a potential target for scammers. Do not list high dollar items or high target items like cell phones and electronics.
4. Read some of the postings on this forum or do some internet research to learn what some of the more common types of scams are and how to avoid them.
5. Accept returns. Many sellers think no returns translates to no refunds and learn the hard way that is not the case.
6. As a new seller be prepared for eBay to hold your payouts for up to 30 days.
7. Leverage this forum to see what is happening. Ask questions before you get into a bind.
8. Avoid drop shipping it is a poor business model.

Link your bank account to Payoneer.
Register your account with your country of Sri Lanka as a business. Very important.
Obtain a business license.
In a few weeks, sometimes longer, Ebay will send you an email saying that you are approved.
