I don't know what to make of this i think is going to be one of those who is going to be a pain he is bidding one one of my items . But here i think is the problem he been registered now for 10 years back in 2013 he have very low feed back 30 should i trust this or what any advice who has a account for 2013 and only has a feed back of 30 its fishy to me

Not unusual. I have another lower feedback account that I haven't used in a while (a few years) to buy anything, but I could. And it's from 1998.

I'm not sure why you find this a problem. Your account was opened in Jan of this year, should sellers be worried about you?
People have accounts that they use occassionally to make a purchase. This is what I would do, when the auction ends and the buyer does not pay wait 4 days then if no payment then cancel the transaction stating buyer did not pay.
On the other hand if the buyer pays , then you ship. Simple, yes?
I think you are being paranoid for nothing.

I would not worry about being scammed. Scammers target "high value items" (things that can be easily resold). There are many legitimate EBAY buyers who only purchase things occasionally.

there are valid sales when the buyer (who may be an ebay regular buyer) uses the guest checkout for whatever reason.....
that freaks people (sellers) out.....
good that you do your due diligence, but you might be invalidating a perfectly good sale

Along with the fact that this account has received no feedback comments from buyers (all 91 feedback comments have been left by sellers), only two "sold" listings showing, and only two active listings, not to mention photographs that are askew.

Hi, this is not a problem. Nothing fishy.
Why? Because one cannot tell a scammer by a feedback score alone. More information is needed. So right now, look at this from another point of view—be grateful that your auction has bidders.
In the 11+ years i have been selling here, i have never encountered a fraudulent buyer. Most transactions are trouble free. It is unnecessary to borrow trouble before it exists.
There is nothing wrong with being cautious. I am. I avoid high dollar items in high scam categories, have my Buyer Requirements set to the strictest levels, offer free returns to prevent bogus NAD cases. These actions help protect my interests when selling online. So there are things you can do to mitigate the risk of scams.
Worrying over a bidder’s feedback score is not one of them. You are good to go. Good luck with your auction!

I'd be more worried about a new seller without a proven history.
And although you didn't ask about this, did you actually calculate the shipping cost for such heavy turnout gear? Be sure you get it right or you'll lose some big bucks on it.

Unless the person is an Ebay seller there is no reason to think someone who has not shopped on Ebay for a while is a scammer. The person is either bidding on a firefighter jacket or a fire hydrant. How many do you think that person should have bought in the last couple years?

LOL Yup. I checked out a "guest" twice last week, even though I have several eBay accounts going back to 1997 with a total feedback of around 10,000. Every time I do it I chuckle about the possibility that the seller will come here wringing their hands and asking should he cancel the sale to the "0 feedback just registered today" dirtbag buyer .
Last summer I had 2 items canceled on me.

If a real scammer is going to get you, there really isn't any metric that you can you can use to identify one, they are going to get you.
I believe it is better to try and be prepared on each transaction for this possibility rather than carrying all that stress.
This possible problem buyer could just as easily be a great repeat buyer so if a buyer pays I assume the best until proven otherwise.

So what else sounds an alarm because what you posted is very weak.
Are they asking a lot of questions? Did you see questionable feedback left for others? Other alarms?
