sending and receiving offers

When I make an offer to a seller I am required to provide payment information for immediate payment BUT when I send an offer to a buyer the buyer doesn't need to make Immediate payment if they accept the offer. Why are they different?

The seller has a setting that requires immediate offer. It's also possible that you were chosen by Ebay to test out a possible future policy.   So if you want immediate payment, change your setting.   If you were chosen to participate in this testing, you can't opt out.
