I have a customer that wants to buy several items of mine, but isn't familiar with how to purchase. Is there any way I can send him an invoice for the items he wants without him clicking on buy it now, or does he need to purchase first or commit to buy before I can do that?
Any help is appreciated.

You cannot send him an invoice (which is, technically, a demand for payment) without him committing to buy the item(s).
Realistically, though, it can't be that hard for him to comprehend. Hopefully he is really just looking for a quote from you, so if it's worth your while, clarify with him which item(s) he is interested in and where he lives. You should be able to calculate the invoice based on the package weight, destination and so on, then message him with the number and see if he's interested in proceeding. If so, he has to make his purchase(s) through eBay and you can invoice him the agreed-upon amount after that.
Again, though, you need to decide if this is worth the effort, because someone who "isn't familiar with how to purchase" may well be either terminally clueless (and thus require endless hand-holding), or is a scammer hoping to talk you into invoicing him from your PayPal account instead of from eBay, thus revealing your email address and enabling fake PayPal notifications to be sent to you out of sight of eBay. Keep us posted, please.

The buyer can place the items in the cart and request a total from you.

I've had a few customers with similar issues on buying multiple items from me. I'll usually create a single listing with what they are looking for and email them a link to the (eBay) listing. This way they only have to click and buy everything at once. So for all of them have purchased what they were requesting.

What mtgraves said. The buyer places the items in their cart. There should be a "Request Total From Seller" box. Then you can send one combined invoice. The big caveat is that if the buyer is using a mobile app, the "Request Total" box doesn't appear. This leads to more of a hassle with refunding overpayment on shipping, if you offer combined shipping.
EBAY PLEASE FIX THIS!!
