If they can't open a case, most likely it's the default 30 days to combine shipping setting. That would just need to be changed to a couple days.

After 5 days, I open a NPB case. After 12 days, they are not going to pay. Good luck & stay safe. 🙂

It's entirely up to you.
I give buyers 4 weeks to pay; others only give them 2 days.
Neither of these extremes is "better" or "worse", it's just a judgement call on the seller's part based on his own opinion and experience.

As a non-US seller, I cannot open an Unpaid Item Dispute for four days.(96 hours).
I send a polite reminder on Day Three and open the Dispute on Day Four.
If a buyer is having cash flow problems, she can add a credit card to her PP account, pay me, and pay off the card balance at her leisure.
If her bank won't trust her with a credit card, why should I?
Open the Dispute now, get your fees back, Block the deadbeat, relist.
If you use Fixed Price, most of your deadbeats will disappear since most of these UIDs are from Auctions.
If you use Fixed Price/Immediate Payment Required your listing will show for 30 days or until someone coughs up the cash.
You can go to your Seller's Preferences/Buyer Requirements and put an automatic Block on bids from deadbeats with UID Strikes.
