You really need to focus first on if you can legally participate in e-commerce and the current constraints of your government. Have you been able to register to sell as business entity? From there, have you been invited to set up your account with Payoneer so you can be paid for any potential orders?
Lastly, what do you have in the way of a business plan? Hint: drop-shipping from China or Hong Kong is not a "viable" business plan. What do you intend to sell? Where do you intend to sell? Where will you store your inventory? Do you know what your target Buyer market is? How will you keep track of you inventory and what shipping processes will you need to put into place?

The very first thing you should do is read eBay's policies and procedures, paying special attention to the eBay User Agreement, the Money Back Guarantee, and selling rules of the USA site. Since you are an international seller, you will need to be familiar with different eBay systems in different countries. Below are some links to get you started.

All new Sri Lankan sellers need to research everything they can about ALL area’s of eBay not just Selling
.
It is not just a matter of list, sell, send - you need to learn what to do when a customer wants to return an item, (and if the seller is drop shipping this can be a headache) and what to do if a customer claims an item is not received - again a drop shippers nightmare.
I have a read a number of posts where the new seller has no idea and is getting hit with negative feedback and unresolved cases being handled by eBay (which dings a sellers account) because they do not know the processes to avoid this.
Read, read, and read some more is the only way new sellers will survive the first month.
