You have nothing for sale ... eBay puts limits on new and low activity Selling accounts.  Below is a link to the eBay Help Pages on Selling limits.  It explains why they have the policy as well as outlines the minimum benchmarks required to have the limits increased.

After you sell some item and have good track record....then EBAY will allow you to increase your selling limit. 

If you want to "speed up" the process...just list bunch of $1 items (which should sell quickly).

You just registered with eBay a few days ago and have nothing for sale. 

The way to increase your limits is to list what you can, pack well, and ship quickly, and follow eBay's policies.

If you start listing what you can now, you'll be in a better place the closer we get to the holidays.
