@seeds812 Perhaps you're using only a posting ID (since I don't see listings), but if you're doing auctions or best offer - as a new seller, I suggest you use fixed price, immediate payment required which will shed those nuisances. I know it shouldn't be this way, but scammers are blooming on many websites and you are not the only one. After you get some sales under your belt they go away, then you can use whatever format you like.

Don't list anything expensive as a new seller your being targeted with low feedback. Buy a few things on ebay first and build your feedback to above 25 at least. Sell low value things for a while they will lose interest.

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:
Go here: https://www.ebay.com/Cancel/Preference/UnpaidPurchase
Slide the button to the left to turn it on / off or you can change the timeframe.
Set your blanket blocks to 2 strikes in 12 months and you will weed out a lot of problem buyers.
