I don't understand why apparently unregistered buyers are allowed to place offers on listed items.  This allows them to scam your sellers.

The unregistered users can not be involved in any kind of buying or selling activity. Typically, an Unregistered users means the users who are suspended by eBay as the risk involve in the pattern of activities done by that user. So, if you noted any act like this, please contact the eBay support team immediately and report the user.

It's not possible for an unregistered user to make an offer, so apparently the offers were submitted while they were still active.  It would not be possible for a seller to pursue a transaction with an unregistered user.

Next time I buy something - probably by end of the weekend - I'm going to use "guest" mode as I sometimes do, and I'm going to fiddle around to see what I can and can't do.  Is an "unregistered buyer" sometimes a "guest"?

Guest buyers can only buy it now. They cannot bid on auctions or make offers. They cannot leave feedback.

The only way a buyer could make an offer then wind up not a registered user (NARU)  is if Ebay kicked them off after the offer was made. 

The easier you are to offend the easier you are to control.

Well there are other things to do today, for instance I just suddenly sold a TV set I listed yesterday and thought it would go awhile before selling but now I have to pack the dam n thing LOL so I ought to get on that (and not dwell on maybe I sold cheap LOL). 

 

But other than that, being that its a holiday and I'm just listing one thing,  I was planning on shopping eBay to fill out a set of books I've been picking away on buying for a few months, down to needing 2 vol. and ain't waiting so I'll pay up a little.   But anyways, I check out as guest now and then, never considered that when I do and the seller sees that "0" feedback "just joined" s/he curses me and runs over here to cry. But anyways, when I checked out as "guest" in the past, I always took the fastest path to paying and going about my business, never looked to see if I could wreak any havoc or anything. I do take the point that as "guest" someone can't make an offer... or can they?  

 

But time's wasting and it is a bother to get on a wonky old slow laptop so's to cruise ebay anonymously and I do want to kill off those last 2 Tom Swift Jr. volumes

@tdrake. Your cute! 😆 Now what did sweet tea tell you? As a guest, you cannot make offers only a one time shot to buy and it's BIN. I see that you suddenly got busy now that I had " work for you to do"? Hmmm? Tomorrow, I need to finish my vacuuming outside so be here!!!!!

LOL well I usually find something to do when someone wants to put me to work.   The good news is, I did get that TV packed up. The bad news? I used a box I had reserved to pack a guitar amp I have on auction. The good news... the auction isn't closing for another 5 days so i got time to buy one. The bad news... I'm trying to stay out of Home Depot. The good news... got more bids on it and it's already gonna be worth the trip 😉 

 

Anyhow, I didn't end up buying either of the books, so checking out as "guest" is gonna wait for another day.  It's always a PITA since I have my eBay DNA on all my devices and sometimes you have to fight Google, Facebook etc that wants to log you on etc. etc. ...another topic. And I am sure sweet tea is right.

Im trying to start selling I only get 5 listings . last month these fake  buyers held up 3 of my listings . and this month fake offers are coming in already . Im i hacked , marked or what  ?

No idea how you know the buyers are fake, doubtful you are hacked, but MARKED, possibly as you are a new seller although scammers usually target higher value items.

 

If you have a concern start a new thread and give as much info as you can as this one is over 6 months old

You are marked.  New sellers are targeted by people who think they can take advantage of inexperienced sellers.  It appears your instincts are good and you know to avoid the nonsense.
