I had a buyer open a case against me for a broken item (even though it was described in my listing that the item had some damage). I agreed to a return since I figured he would fight it anyway & since I did accept a VERY low offer on the item. Ebay removed the ones from the transaction from my paypal account but it's been over 2 weeks & I have not received the item or a return tracking number yet. I haven't had this problem before since any return I've ever done was pretty simple & I received the return within just a few days. This buyer had a very bad attitude with me & seems very upset so I'm kinda confused as to why he hasn't returned it yet. What do I do now? I thought buyers only had so many days to return the item!?

Buyers do have a limited timeframe to return the item (get at least one scan).
It's on YOU to inform eBay if they don't meet the deadline (5 or 7 days?).
If it's been two weeks since the label was provided just call eBay and they should close the claim and release your funds.

Well if you said you accepted a very low price for it, perhaps to the buyer that price wasn't low enough for his expectations and he was fishing for a partial refund to get it even cheaper.
You did the right thing by approving the return, now you need to call ebay and have the case closed in your favor since the buyers time to return it has elapsed.
I am not sure which listing you are referring to since you have several, but it's worth noting that you should say in the title all in caps *DAMAGED*, the item description should be "For parts, not working" as well as explaining it a 3rd time in the description itself just to be sure. Maybe you did all those things I don't know, but I just thought it was worth mentioning.

Do you not have the option when you set up your listings whether to accept returns or not and the time allowed the buyer to activate the return? I know this does not give sellers the freedom to abuse buyers but if you are providing accurate information and the buyer buys, the buyer bought it. I don't agree that you should have accepted the return. If you described the item as damaged and the buyer's complaint is that it is damaged, in my opinion, the buyer is wrong and no refund should be given. If he wants to fight it he could fight with himself for buying a damaged item in the first place. If he didn't read the item description, too bad. I do believe in that case ebay would side with you. However, since you already started the return process, do take the advice about calling ebay if you have not done so already. I wish you good resolve.

So, is that supposed to read, "Ebay removed the funds from the transaction from my paypal account?" How exactly did you go about processing the return? Did the buyer submit a return request? Did you send them a return mailing label? Or the money for a return mailing label? If there's a return request, you haven't closed it yet, have you?
Based on your original post, I'm just confused about how this whole thing went down . . .

Ebay is no longer mediating these cases.

The buyer opened a return request which I approved & a return label was sent to him. He never sent the item back & there was no return tracking. I contacted ebay & they closed it & released the funds back to me.
