Hi all even tho I do have a return policy on my shirts, Buyer pays return shipping, I always include measurements for the shirt, and never have had request for a return because it didn't fit, do I have to accept a return for the shirt ? even tho I do have the measurements in description ,buyer said it doesn't fit, he obviously didn't read description, just wondering my inclination is no, but if he files a return request with ebay will ebay allow the request any way ? thanks in advance .L

Read https://pages.ebay.com/ebay-money-back-guarantee/ . If the buyer wants a refund the buyer will get one and you will have to do it or ebay will do it for you.

Yes, since you take returns, you'll have to accept it.
If the buyer files a remorse return, they would pay return shipping and you should be able to deduct the original shipping from the refund.
If the buyer files an INAD, you pay return shipping and give the buyer a full refund.

I don't believe you can deduct the original shipping except in very limited circumstances and a remorse return where the buyer pays return shipping isn't one of them.

If you don't accept the return, buyer gets a refund and gets to keep the item.

Your reputation should be of paramount importance to you.
Your buyer is an honest individual who has advised you that item does not fit him and he should be rewarded as he could quite easily have said item is not as described and that would be the end of conversation. You would have to accept return and pay return postage.
No doubt that your measurements shown on your listings are accurate and you will be surprised how many people don't even look at the information shown on listing and in any case a dishonest buyer simply says no it does not correspond to what is shown in listing and state any measurement he likes as it is not a MUST that he send a photograph / evidence.
Like you I show crucial measurements for each item I list and 99.9% of returns are for item does not fit and I never ever challenge and if subject to availability of sizes send buyer a message asking him that on receipt of his returned item would he or she like an exchange to a different size or should we refund.
I offer FREE shipping so buyer is not asked to pay postage for us to send the exchanged item.
Some answer and take an exchange, some refund and some don't bother answering.

If you accept returns you accept returns for any reason. You cannot pick and choose.
And even if you did not accept returns, ebay's MBG which allows the buyer to claim an item is not as described (even if it's not), trumps any no return policy.
If you accept returns I am not sure why it would bother you that someone would be trying to return something that does not fit. I would think that would be a perfectly acceptable reason when dealing with clothing items. Measurements help a lot sure but as I am sure you already know, some articles wear and fit differently than others depending on brand.
