There is really not much you can do.
If you don't refund, eBay will do it for you.
If you do refund, you will at least be credited for your fees.
If you ask eBay to step in they probably will find in the buyer favor and you will get a seller defect that could affect your account.
You should report the buyer in any case.

USPS uses the weight listed on the package they don't actually weight it. The buyer most likely printed a label from your information. When you get the box back there is a possibility USPS will give confirmed proof with a cost adjustment to your shipping label. If this occurs use it. It depends on how noticeable the difference is.
