reporting false not as described issue

Devon@ebay  have been selling for a while . I remove part myself . They are tested. I had a buyer open not as described case for antenna. He stated in return detail that power doesn’t go through the relay box but mast extends when bypassed. i install warranty/anti tamper stickers on antennas. He mailed it back. I took it out of the box powered through relay box and bam mast extends not like buyer said. 

i reported buyer send video link to buyer and in the repirt to ebay. Ebay first blocked me from refunding buyer after calling they let me refund and they said I won’t be punished. I refunded fully except original shipping as it is false not as described. Case is hanging in now. Ebay hit me with service metrics ding. Buyer is on block list. Why ebay belives buyer? It is beyond my understanding.

Today is 21. The metrics evaluation is on the 20th and it looks like it didn’t happen.

There is case from beginning of October that should already fall off. And there is recent case that is false not as described backed by video vs. buyer hearsay. Is Ebay doing the job?
