eBay won't let me refund the buyer!
I cancelled the order which was agreed with the buyer. I had already purchased the label, so I voided that first.
and on the refund page, it won't process the payment. And, it is not a bank or my error - IT IS EBAY BUG. I have tried 3 cards over 2 banks and even the bank account that eBay uses to pay me and it just won't do it. And, when I call eBay, a stupid bot tells me "there is nobody to help" - so what do I do?
"Your refund did not go through because we could not verify your payment option. Please change your payment option and try again."
It just won't let me add a card!!
Is there any solution from this?!

Random thought... have you already tried using the Debit card attached to your Payout account?

Under Seller Costs, I have a bank account and two cards added - one expired, one good.
When I check for options on the refund page, only the bank account and the expired card come up.
If I try to add more cards under the refund page, it's not letting me add any card - and I repeat, billing address is correct and I am doing it with 2 different bank cards and they both fail. The bank account that's added and working also fails! This is nuts!

Are you adding the card on the refund page (in your screenshot where there's a change link) or are you adding the card on this page under selling costs at the bottom https://www.ebay.com/sh/fin or are you adding the card on this page https://ppcapp.ebay.com/myppc/wallet/list

Generally speaking when you "cancel" an order, it initiates a refund to the buyer from your proceeds. .. Did you try and refund AGAIN anyway in addition to the cancellation process?
If you are a "returning" seller your incoming funds may be "on hold". Held funds under these circumstances cannot be used to refund manually, or automatically even if they are from the same sale you wish to cancel.
Are you under the "held funds" mandate? and thus have to fund the "cancellation" from your bank account or credit card?
Was there a notice to you that the sale was cancelled?

You can see in the screenshot the refund is mostly coming from their available funds with only a small portion coming from their backup payment method. They probably didn't have enough available funds because they had already purchased the shipping label. @ittybitnot
The problem is the expired card. Once they change their default to a non-expired card and delete the expired card there shouldn't be any problem.

I bought the shipping label, so I have to pay for the shipping label in the refund process, as it is in my screenshot.
I have now voided the label, but that's another thing - it will be refunded directly to me in a few days.

Nobody from eBay monitors the community. FYI, it takes about 2 weeks to receive a refund from a voided label, not a couple of days.

Sounds like you're missing a step.
Did you:
1. Go to the new card or your bank, click 'manage' and make that the option preferred for selling costs?
2. Go to the expired card and delete it?
You can also go to the bottom left of this page to manage the process: https://www.ebay.com/sh/fin/summary
But I think you still have to go to the wallet page to delete the expired card.

When I press 'manage' and try to switch on 'Preferred for selling costs', it starts loading, and nothing happens. It never turns blue.
Expired card is deleted.

Do you see a preferred method for selling costs? If not, set one there.
