I listed an Item, accepted an offer, but when I tried to send an invoice it says the item was removed and to look in my messages. There isn't anything in my messages about removing it though. The status of the item also still says waiting for payment. Do I contact the buyer and ask for payment or do I just relist it?

It turns out eBay had found the buyer in breach or their policies or terms of service and removed the listing. I was not able to relist or cancel the listing myself. There was no indication of what happened exactly until I called a customer service rep and was then transferred to a specialist that told me they removed the listing because of an issue with the buyer. The specialist was able to reinstate the listing which then allowed me to relist it.

If the buyer has not paid in 96 hours eBay will end it automatically if you signed up for the automated service.
The buyer gets a Strike, you get any fees back , the item is automatically relisted.
If you are not in automated Cancellations, you will have to do it yourself.
The automates system is new and takes only 96hours. The previous system took four days to allow a Dispute (48 hours if you are US -based) and then another 96 hours to close out. So the new system is 48 hours faster
If eBay is telling you it was removed, wait out that 96 hours. If it was removed for a reason, you must not relist it without specific permission, which is rarely granted.

If the item has been removed by eBay, then it is no longer available for sale. It cannot be relisted.

You do not want to relist, if it is in some sort of violation and you relist it that will be bad for your account. You can try contacting customer service on twitter or facebook. I have had better luck on twitter. If you go the conventional route through ebay plan on spending about 2 hours and you have to talk to several people who have no clue and will give whatever answer the magic 8 ball comes up with.

It is no longer an active item number, your buyer can not pay you and has most likely been advised of this.
As others have said DO NO RELIST.
There will be a list of possible reasons for removal in the message you will have received from eBay
