i just got one of the dumbest questions after an auction ended... "Hey, I only bidded that much so no one else would have won but me could we negotiate?"
his ending bid was right in line with what it's worth.. not like it's a million dollar bid or anything... so, i suppose i'll have to cancel/relist huh..... can you believe this?

Wow, that's a new one that I never heard before.
Btw, you might want to explain placing automatic bids to a maximum limit to the buyer so that he gets to a legitimate high bid.

Send him a message saying thank you for bidding on my item and as soon as payment it made I'll get it shipped.

You should thank him/her for the honesty --- and then send a cancellation immediately ...

In a related incident, a Buyer bid a $40 ceiling to cut out lower bids and it then showed his bid at $31.50. When the bidding closed at his ceiling of $40, he sent me a message saying he was cheated as his last bid was at $31.50. And that somehow i had friends out there bidding him up w/o his knowledge. Claiming he was cheated, he contacted EBAY and while they were looking into it, he messaged me that 'EBAY was checking on me'. a following message said 'I ll take it for 31, but not gonna let you or your buddy s run up the price with 1 second left.' Obviously, he was nor familiar with automatic bids, There were 8 bids after the $31.50 including 3 bidders (he included). The sad part is... his negative feedback of me (since he ultimately paid $40 before the time limit) according to EBAY, stands regardless of my no fault status, for one year from now. An example of 'all is not black and white' there is always a 'grey' area.

Well, you see the problem with the Unpaid Item case from the other post on this topic. If he does go ahead and pay, you're exposed to bad feedback, a potential SNAD case they'll win, possibly a "faulty return", etc.... loss of outbound shipping cost, you eat fees, maybe pay for a return label...
I've found as a general rule if they want out of the transaction, no matter the reason, if you can do it before anything gets paid and before you've shipped anything, you want to do that. I'd add him to the BBL regardless, but particularly so on the other example here since they've accused the seller of shill bidding. Once you're clear of the transaction, I'd report the buyers to eBay too.
So my vote is for cancel / relist, as you've suggested... certainly no negotiation, and no UPI, you just want to be done with this bidder... forever... ASAP.

It sounds like he wants his partial refund before paying, rather than after.

I'd tell him the price is not negotiable once the auction has ended and ask him if he wants to cancel.

The answer to his question is no. Unless things have changed, it is against eBay policy to attempt to negotiate after the auction ends. Of course, the way eBay enforces their own policies makes the question of anything being done to the buyer iffy at best.
If the guy hasn't paid within the time prescribed by eBay or your own TOS, file a UID and close it 96 hours later giving him the strike.
Of course, if he pays, thank him for his business and ship his item to him.

That usually doesn't work out, they usually think they are owed a further discount and/or accuse you of shill bidding.
