May 19, 2020. Merchants refunding a transaction to a buyer, the original fees paid will no longer be returned to the Merchant :))

Pay Pal quit refunding their fee's a little while back.

They moved the date to October or November of last year, but yes, it's true.

This was originally announced in May of 2019. PayPal stopped refunding the original fees in maybe November of 2019 (IIRC).
Where did you come across an announcement that involved May 19, 2020? Can you post a link to whatever source you were reading?

Here is the email PP sent out on 9-20-19.
