hi..so today i sold an item on best offer. and i checked the payment done by buyer. and ebay and paypal says its okay to ship. but it says that the funds are placed on hold for 21 days.. im so confused this has never happened in any sell. it says (Your funds will be available by: Date Unavailable ) thats on ebay.. and on paypal it says 21 one days..

So, to be clear, the buyer paid you, but PayPal is holding your funds for 21 days? Is that correct?
If that is the case, it is not the buyer's fault, and you should not be asking him/her if s/he'd like to cancel.
The reason PayPal is holding your funds is because you are a new seller. You've been selling only a little over a month. Here's an explanation from PayPal:

Again--this is not a problem with your buyer. From what you stated in your original post, s/he has already paid you. It would be inappropriate to ask him/her if s/he'd like to cancel.

I would send the buyer an apology asking if she still wants the item. Take a screenshot to show you are not paid yet
Clearly if you are not paid at the moment of the sale, you are wasting your time selling on this platform

You look like a new seller, so funds will be held until you prove a good selling track record.
When I closed my store and created a new selling id I was allowed to list 3K items and/or $26,000 but funds were held for x days or until items were delivered.

Thank you, for your help. Yeah i started 2 months ago. this month i made more sells. its just, it was a shock to me that it said 21 days. cause the funds are always available with in 1-3 days.

no they haven't. till this day, i have only shipped first class. i was wondering it could have been cause of the neutral that i got from this month. the buyer never requested a refund. but it couldn't have been cause it didn't happen to other sells ,through the month. i guess we'll see what happens when it ships.

This is entirely wrong! It is common for Paypal to put random holds on new sellers' accounts until they are thoroughly established as good sellers. As I;m sure you read in the links given above, you can get the money released shortly after the package arrives. This doesn't involve the buyer at all. Just go ahead and ship, and you will get paid.

i actually went and contacted paypal. it wasn't cause i'm a new seller( but i'm sure they will do those random holds in the future) . any it was because some how the seller claimed to be in the u.s.a. but is international buyer. even thou i canceled all the other country's but the u.s.a. they managed to buy the item. and now i'm not sure if they will claim they never got the item. if they are in another country. they did put a u.s.a address thou..

You are only responsible for getting the package to the address your buyer provided in Paypal. You should have tracking on your package to prove that it reached it's US destination. After that, it is the recipients's concern to get it the rest of the way to the buyer.
And the CS rep lied to you - it has nothing to do with the buyer, only with your short selling experience.
