Well, first if it is out of stock meaning you are unable to ship then it is really your job to cancel the order.
As for the "reappear". There is no hard answer here. I have had some show an automatic relist (which I had to uncheck to prevent if from relisting). Then there are some that say "not eligible for relist" and they do not reappear.
The basic rule is: Pay attention to what you are doing and seeing.

Hello, I see you may be a new seller, welcome!
As a new seller, you may have limits on the number of items you can sell per month. Are you asking if that cancellation affects your limits? Because if someone buys one of your items, but you are OOS and cannot ship, and the transaction is cancelled, it still counts against your monthly allowance. You do not get it back in that case.

The answer is "sometimes". Read the rules for automatic relisting.
Solution: Either (a) confirm item by item that they will relist automatically or are not eligible for auto relist, or (b) relist everything manually.
Honestly, this probably isn't an issue for most people. You'd have to sell an awful lot of stuff for it to become too onerous to click "relist" each time someone cancels. When you know your settings and where your items fall with respect to relist, you'll know what you need to do.

I think it is your word choices that are causing some confusion.
If an item is "out of stock", that means you do not have any more of them, so you can't ship them.
If you are out of stock, then the cancellation would be for that reason, out of stock. That would be a defect on your account because it was a sale you could not satisfy.
A buyer does not EVERY request a cancellation for "out of stock" as they have no control over your inventory. They may request a cancellation for any number of reasons, but OOS would not be one of them.
When you process a cancellation, watch your screen closely. There is a little box on the form that if it is checked will add the inventory back to your item once you process the cancellation.
But be very careful here, if you are OOS, then you have not stock to ship, so don't check that box.

You have a quantity of 1.
You sell 1 item.
You now have a quantity of 0.
You had to cancel the transaction for whatever reason.
Your quantity will still remain at 0.
The cancelled transaction will not put that 1 item back in stock. You have to do that manually.
