I offered to pay return shipping on a damaged item but the buyer said he couldn’t send it back that it was a Christmas gift so how can he still leave negative feedback?

Was this just handled through emails or did your buyer actually open a claim?
If they opened a claim and did not ship it back, that claim should be closed by now for the buyer being non responsive in shipping the item back. Or if it is still opened, then you should call and get it closed ASAP.
If there is a claim then once you get the claim closed in your favor, you can get that FB removed.
If there was no claim, I'd take the chance and call Ebay tomorrow. Have them review your emails. That should show what you describe, that you offered to take the return but the buyer declined. Not sure they will remove the FB, but it is worth a try.
Sometimes when this happen, the buyer is just unhappy that you didn't allow them to keep the item and you refund them. Or they were fishing for a partial refund. Not sure how that helps with an item they claim is damage. Much less why they would give a damaged item as a gift. All of it raises more questions that it gives answers.
However you need to keep in mind that even if the buyer had of returned the item and you refunded them, that doesn't mean a buyer is happy. There are countless reasons why they may be upset and leave negative FB, they needed the item, wasting their time, it was a gift, etc. etc.
But I would try calling Ebay tomorrow and see if they can help.

Even if he returned it he could still leave you a neg.
By the way, if he filed a SNAD, you would be required to pay the return shipping anyway. So offering to pay it probably didn't have much influence on him.

And Ebay prefers that it be handled through a case, so OP would have needed to ask his buyer to open one.

I know you're upset because you felt that you tried to resolve this, but buyer may not have wanted to, or since it was a gift, been unable to return. He can choose to not deal with it, and just leave feedback.

mam offered great advice and hopefully you can get the negative removed by calling Ebay. Buyers have most of the protection here on Ebay and there is no reason not to return especially if the item was "damaged" and a "gift".
Buyers always want to blame a seller when the ball is in their court and they are guaranteed a basket.

An unhappy buyer who received a damaged item should be able to leave feedback if they choose. Calling CS over and over until the feedback is removed is just wrong and IMO is getting out of hand.

Did he show you proof of the damage?
What may have happened is the package was not damaged and the buyer never had intention of returning. HE was expecting you to offer him a discount (which you should almost never do)
when you didn't play along with the scam he got mad.

You may wish to reconsider, sometimes negative feedback is the buyer's last resort and only vent for a transaction gone wrong. You really have to be a buyer sometime when a transaction goes south on you!
You can't get your money back for whatever reason, you have been railroaded into this fine mess and there's no way out... Except, and it's small consolation but you can leave appropriate feedback.
What would you do?
Please, no hero stories of how you would do the right thing and eat dirt and walk uphill barefoot in the snow trudging from here into eternity because you were raised to always do right.
Put yourself in the buyer's shoes...
And imagine how it will feel when a buyer sees their negative feedback removed.
Where did your sales go?
Perhaps you should ask those sellers who had to be right.
So the question I ask of you is this...
Do you want to be right or do you want to be happy?
It is a tough choice, no question about it.
I will admire you more if you chose the hard road ahead.

Well using profanity would definitely make me leave a neg
