The best tack for all sellers is to cancel the sale on Day 5 (after 96 hours of non-payment), citing 'Buyer didn't pay'. It will give your deadbeat an Unpaid Item Strike and free you up to relist your item for a good buyer.

Thanks. The bottom line, however, is that eBay makes their money from the sellers yet the buyers in this instance suffer no consequences, correct?

If they said they won't pay cancel the order with reason "buyer asked to cancel" then relist.
If no communication from them...After four full days of no payment you cancel with the reason
''buyer did not pay" and relist.
Add them to your blocked buyers list.

Sellers can choose to automatically block any bidder/buyer who has gotten two or more nonpayment strikes in the past 12 months, as well as putting specific member ID's on their blocked-bidder list after one nonpayment or other bad experience. That's the only consequence.

One big consequence... the buyer will have an Unpaid Item Strike. A couple of those and their buying ability is greatly diminished as many sellers have the blanket block in place to disallow users with 2 (or more) UI's to bid or buy from them.
