long story short the buyer is accusing me of trying to scam him even after the return authorization was given. it was issued after i saw posted pictures of some light damage i hadnt noticed before. i originally sent him an offer for a partial refund as the item is in perfect working order minus the defect i listed. he is now threatening to call the shipping company to inform them that i am attempting to file a fradulant claim. i have been an ebay customer for a long time and i would not like to lose my perfect rating. i cant find a cs number through the help center. it simply tells me to wait some amount of days before calling and wont show me a number.

Color me confused. Did you already send this item? If you haven't, I don't know what you mean by return authorization. If you did send it, how did you notice the damage after you sent it?
Who has the item? Did the buyer know it was damaged before you brought it to his attention? If not, why would you even do that?

At least you will receive correct advice from members if you provide precise details.
Has the buyer opened a case for INAD?

New or low feedback sellers selling these types of Items are just targets for scams here. Should your buyer open Item not as described case, You lose and pay return shipping should you want your Item back. It's always best to work things out with your buyer before eBay gets Involved. Don't know what your offer was for partial refund, but maybe it was to low. I would contact your buyer and ask them what would please them. How you handle this says more of you then buyer. Just google it. Believe it or not, buyers making threats like that don't always get away with it. I did manage to win against one.

I'm going to assume that this is your selling acct you are talking about. I see you recently sold a Samsung Galaxy Note Pro. I really don't care how long you've been selling here - it's the amt of feedback as a seller the buyer looks at and not how long you've been an Ebay member. For such a low feedback number - you should never attempt to sell high value items here - and certainly not computers .
The buyer contacted you for a return and I'm assuming provided pics that described additional damage not noted in the listing. You offered him a partial refund. Did you say that it must have been damaged during shipping? Was the box damaged? Did you allude to the fact that you would give a partial refund and then file a damage report with the carrier?
If in fact you did allude to that and the buyer knows the outside packaging wasn't damaged - then I get where they feel you are going to file a false damage report with the carrier. This guy may be one of a thousand decent buyers and not a scammer - but he's upset with dealing with someone who would allude to the fact they might file a fraudulent claim. Accept the return - provide him with a return shipping label - and then sell this elsewhere - or the next time you may lose your item and the money. It's too riaky for you to sell here.
