I have a buyer who made an offer on an item that I accepted on october 13 message me the day after asking if I could wait for payment because she was waiting for a new bankcard in the mail which would arrive by october 19th. i kindly said yes no problem. Payment never arrived and I never heard from her. Since it had been over a week an unpaid item case was opened against her. During that time I never heard from her. Case was closed and I relisted. Not long after it was relisted she messaged me asking if Id still sell it to her. Any unpaid buyer I add to my blocked list. She had already been blocked as I block right after a case is closed without payment. The day after she had messaged me she sent me an offer under a new ebay name. To me this seems really shady. I just want to know if anyone has ever had this happen before and any advice is much appreciated.

Make sure you report the buyer to eBay. This is a circumvention of eBay policy and it's a violation. The new buying account could be suspended. The best thing sellers can do is report bad buyers to eBay under this new Abusive Buyer Policy so eBay can gather as much data as possible.

Yes, I have. As soon as I realized the second offer was from the same person, I blocked that user name too.

No. If they made another offer under a new ID, they would blocked. Some people it seems, never learn.
