I am not sure why, I have listed this phone (item 182788428779) 3 times now, and every time, I am getting buyers with 1 and 0 rating buying it and not paying. It is as if they are buying it intentionally with fake accounts just so to make sure someone does not buy it. Maybe it is some kind of new scam.
I have been buying and selling on eBay for over 17 years, and I have a 100% rating (one bad review in over 1200 transactions). I mostly buy, and only about 30-50 are selling. I have never sold a mobile device and I am wondering if this is common on these kinds of items.
Also, does eBay have any kind of option when I list an item to preview people from bidding that don't have a minimum rating level? That would solve this issue.

Also listing at fixed price gets you away from the losses that you incur with "reserve". Reserve fee being non-refundable.

Good catch. A reserve is rarely a good investment; certainly not for a common item that can be counted up on to attract multiple bidders.

Don't be surprised if your buy-it-now auctions fail the same way.. I've been having this problem myself. And I am only selling my personal phones. I'm on my 4th listing. First was auction (zero feedback winner, no pay). 2nd was fixed price ( zero feedback, no pay) and 3rd was fixed (1 feedback but payment on-hold in paypal).
I'm also having same problems with Laptops.. Had a winner with 19 feedback win the 1st time.. Payment sat at 'waiting to clear' for weeks. And ship address was one of those stupid ports to ship out of country.. Funny part is, almost all of the winners are now no longer users. I've also gotten quite a few eBay messages about being contacted by an account that has unauthroized usage.
Everybody can sit there and say 'it's always been this way', it hasn't! In my 20 years on eBay, the last year or so has been the absolute worst!
Sadly, I think it's time to take these items to facebook garage sale groups and craigslist. (cringe)

As noted in several of the above posts: You can avoid those nonpayers. Use the "Immediate payment required" option.

what is probably going on is that a foreign buyer is trying to work a scam.
look at the thread in this discussion board

for another phone sellers experience
If you have international payments shut off in paypal, then they cant initiate a fake payment notification scam

Those bidders also were possibly international buyers trying to work a scam
if he doesnt accept international payments, then they cant work their fake paypal payment notification scams
so they go on to someone else

I would also suggest fix price - if you think you could get big bucks - raie the price higher than you think it will go and offer best offer. Then set a price you will NOT sell it for at a minimum to get rid of low-ball bidders and then you can see if you get BEST OFFERS - you can check the buyer's feedback rating and their feedback to see if they are worthy of you offering or accepting their bid. Just another way to weed out the "0" and "1" people.

And also noted is I have recieved paypal payments that would not clear.
But yes, the 'immediate payment' option helps.
And themagicmountain - I will check paypal for this option. Thanks for the tip. Might you know it's location? Only results I turn up are from years ago and no longer seem to exist.

IPR eliminates the possibility of a payment that won’t clear.

That negates the immediate payment required, which is how these phones should be sold on here.
