Does anybody know how this eBay "promote" hustle or con works. I get some kind of promotion but typical of eBay they don't tell you the cost.

This is not a hustle or a con and it's also not new and the costs are clearly shown!
If you want to learn about Promoting read the information on this page and click on the included link for the various options.

Always keep in mind, the use of Promoted Listings is OPTIONAL and not suitable for every seller.

It's not a "hustle" or a "con". It's voluntary.
All of ebay's costs/fees are clearly spelled out on their website.
There are no hidden fees.

What Promote are you referring to?
There are several
The cost is determined by what you the seller are willing to pay.
There’s Promoted Listings Standard…..seller selects a percentage you are willing to pay when your item sells. Starts at 2% cost is determined by total price buyer pays ( price of item+ tax+shipping)
Then there Promoted Listings advanced….seller selects an $ amount the seller is willing to bid for each click on an item and higher placement in search . This can be costly IMO
eBay will show you a suggested amount but is only a suggestion.
There’s also other seller promotions … order discounts….shipping discounts…volume pricing..coupons and sale event + mark down.

You mean the promoted listings scheme that has been around for some years now? The one that has reams of information both in their FAQ and on the forum?

For the last 2 days, I have been unable to edit the promo fee that ebay suggests on my desktop. Hustle is not the correct word but it does seem deceitful. I am trying it out on some of my slower selling items. I will NEVER agree to what ebay suggests as the fee.
