What we’re you doing before you saw the message?

Did you attempt to sell something?
Have you signed up with Payoneer?
You’re in Sri Lanka, Have you signed up as a business with your country?
Start selling on eBay
You have to do the above before you can sell on eBay.

Go here: https://www.ebay.com/help/home and follow the prompts to get in touch with someone. Do not try to email, that's a waste of time. You'll either need a phone rep or to change tactics and contact via Facebook at https://facebook.com/ebayforbusiness (click the blue Message button and follow the prompts).

No one on these boards can help you. We're all other sellers, with the exception of a few eBay employees (clearly marked) who don't deal with this type of thing other than to tell you who to contact.
