Feedback is not required/mandatory, but optional. Don't know what "rule" needs to change. Many sellers report here that their rate of FB is 20% or less.
What could you do with 524 FB that can't be accomplished with 523?
Who cares? It doesn't effect you either way. I wouldn't worry so much about since it's 100% out of your control anyway. Aside from the digits and colorful stars, feedback means absolutely nothing for the majority of sellers/buyers.
EBay has made so many changes to how to feedback the process is no longer a second or two and a single click. People want everything to be instant, direct and forthcoming, just push a button., It's gone....
