How do you list an item that offers a selection of colors where the buyer scrolls down the list and chooses the color that they want? The item being sold is the same price regardless of color chosen.

That's referred to as a Variation Listing, and you can see how to set them up here: https://www.ebay.com/help/selling/listings/creating-managing-listings/multiquantity-listings-listing...
Note that they're not available in all categories. What kind of thing are you listing?

First thing: variations are not supported on the app. Make sure you're using the website. Variations are not supported for auction format listings; make sure you're using fixed price.
By default the variation setting is hidden on the listing form. Once you unhide the setting it will stick for future listings.
On the top right of the page click the settings menu (3 vertical dots) and toggle the variations slider if it's not already on.
Make sure you're working off a new listing, not a relist or sell similar from a listing without variations.
Beyond that it comes down to category; not every category supports variations.
If the category supports variations you'll find them in a non-intuitive, awkward placement on the listing form - below item specifics instead of above them. Make sure you set up variations before you fill out any of the IS.

building materials & supplies>industrial paint coatings &supplies>paint sprayer parts. I do not see the ability to list variations under this heading. I have some paint strainers with different mesh sizes. All same price. Any suggestions? Is there a list of headings that accept variations? Thanks!

I do see variations available in that category when I click on one of your listings and try to list something similar. Are you on a computer and did you and turn on variations at the top of the page as @wastingtime101 suggested?

I did one today. It wasn’t intuitive in my opinion. I think I managed it, but it is not easy to understand…at least how my brain works.p it wasn’t!
I hope you got it figured out.
