Yes you can do this in bulk edit. I do this by category after adding new items so I don't have to set the same values over and over. If the item already has the info it doesn't make a difference.
However, if the item has a pairing where the Item Specifics title is the same but the detail doesn't match is will replace it. For example if you have an item that is Color, White and you update all items to Color, Red that item will change from Color, White to Color, Red (I hope that makes sense).
