recently i have sold several items after accepting offers made by buyers. the payment is pending but somehow the item sold is not showing on my orders page. i am also unable to send the buyer an invoice.
usually it will show in all orders page but it is not. any reason why? thank you.

Ebay will notify the buyer that you accepted their offer. You can't send an invoice until the buyer pays because you don't know where they want it shipped.
You won't see the item on your orders page until it is paid for, and until it is paid for it is still available to be purchased by other buyers at full price.

It's not an order until it gets paid.

Has this always been the way this works? For some reason i do not remember this being the way it worked in the past.

Actually, you retain the Buyer Rules that require a buyer to put up a payment source in order to make an offer at all. Consequently, your buyer should have been auto-billed immediately upon your acceptance.
It appears that eBay may be "trying something else" or revisiting some previous drama again, as others have been reporting something very similar.

Buyer Rules:
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.
It looks like eBay may be ignoring your preferences for auto-pay, and renaming your accepted offer into YOU SENT AN OFFER (which you did not do). In the previous go round with this, buyers were not notified their offer was accepted, and only received a "YOU HAVE AN OFFER" instead.
This new or repeat feature happens regardless of your account settings. This has been noted in other posts over the last few days as well:

If the buyer pays, you can't send an invoice since they already paid. In this instance, the OP has the "auto-pay" combined shipping killer BUYER RULES set to Yes. Somehow they were bypassed/or ignored. See the links in message #5. These are from the last few days.

I'm a long-time seller and I'm very confused about this process change. Since yesterday, I don't get a confirmation email upon accepting an offer, not showing in sold page, not in notification list. It's like it never happened which makes me ask a pressing question - is the buyer no longer contractually obligated to pay for the item? (ie if they want to pay for it they can, if they don't they can just let the time expire - I heard of other sites that work like that). I realize the item stays listed, but if the buyer no longer has a requirement to pay for the accepted offer it feels like game has just dramatically changed. I'm sitting on several un-paid accepted offers today and that problem had largely vanished from the Ebay landscape.
