i am new to eBay selling i want to know is it allowed to sell digital items on eBay such as PlayStation gift codes/windows lenience keys etc

Yes, but you have to be approved and likely be able to prove you are authorized from the owner of the items and bought them legitimately.

PS you also have to register as a business with the government of Sri Lanka to pay taxes.
