can you send a buyer an invoice if they are just telling you what they want to order but have not purchased it yet?

Not that I've ever been able to figure out. I usually respond to them to put the items in the shopping cart, and then Hopefully the can ask for an invoice.
Note the hopefully. It does not always work.

If it's for a single item you can't!
If it's a single item where you agreed to a lower price you could add Best Offer to the listing, the buyer could make an offer for the agreed upon amount, you accept., they pay (hopefully) deal done.
For multiple items the easy way is to create a custom listing with all items included, send the buyer a link, they buy, all is good.

There's an option in the cart for them to request total. Which I believe allows you to change the price and send an invoice. But I think it's available only in a desktop browser (or they have the option enabled on their phone). And for some dumb reason you can't do it if the item is already discounted.
Best option is for them to just send offers and tell them not to pay after accepting until you send the invoice.
Thankfully this should be less of an issue once the prorating fees on refunds kicks in I think next month.

AFAIK, you can't discount the actual item. The discount will only work against the shipping amount being charged. If your shipping is $5 then the most discount you can get is $5. I have numerous buyers who can't figure out about offers and pay full price, and I have to make them pay then refund, because I can't offer the discount once they commit to purchase (which you do by requesting a total).

If this is by buyer's request, be careful that they are not trying to get a "receipt" for something they haven't paid for.
What is their feedback score and history on the platform ?
I may be way off, but it's something to consider.
Have them put the items in their cart and send you a total request. You can then combine shipping or figit the numbers and send them an invoice to pay through.

An "invoice" is a bill, not a "receipt." An invoice shows a balance due, not a balance paid.
