Sold an item to Israel last October. Today I get a message saying item not received. Tracking is now outdated. What am I supposed to do?

 

This was shipped using eBay International Shipping. I print all my shipping labels from ebay.

If you used eBay International Shipping, then you do nothing. Once the item is processed through the shipping hub, it becomes eBay's issue.

i am surprised Israel was not removed from the EIS program. Could that have something to do with INR?

You should attempt to explain to them, in the nicest way possible:
  
"I am responsible for shipping this item, asap, to the address provided with payment.
AND, I am responsible for getting the item TO that address, with tracking to confirm delivery. 
The address I received with payment was:  (the address).
Tracking shows it was delivered to that address on (date).
 I assume that this was an international shipment through eBay's International Shipping Program.  You may need to contact eBay, or the Freight Forwarding Company (if you know who that is). 
The only information that I have is to the address that I shipped this item. 
After confirmed delivery there, I'm just not exactly sure how eBay's international transit works

Whst does an international seller do when an INR claim is opened?

 

It can depend. But under usual circumstances, when a buyer opens an Item Not Received claim, the seller prepares to make a full refund, unless he can provide an integrated-carrier tracking document showing delivery date, time, and address.

If eBay International Shipping was used, then the seller is not responsible for the refund. That would be on eBay. If a freight forwarder was used, then the MBG is void.

You tell them to open an Item Not Received request/claim.

 

Because the shipment was sent via EIS and presumably was delivered to the EIS hub when a INR request it initiated EIS should take over at that point and THEY will refund the buyer.
