Two days ago, someone made an offer for an item I was selling as a Buy it Now and I accepted the offer. My listing says that payment must be made at the time the offer is accepted. The person who accepted my offer has not paid yet and I was wondering what to do next. Any suggestion would be appreciated.

you accepted their offer and now they have to pay but
they may not have checked their email yet.
You may want to sent an invoice or start an UPI claim.
UPI can usually be started after 48 hours.

You mentioned you accepted an offer. This indicates eBay sent the buyer a message letting them know the offer was accepted and it is now time to pay for your purchase.
You just need to follow through with the unpaid item dispute and close it out when the time frame expires.
This is all part of selling online versus person to person..

The Immediate Payment Required does not carry over to offers - logical, because 1.) who sits and waits for the answer and 2.) It’s now the accepting seller closing the sale. They aren’t there.

On other sites - if an offer is accepted - the buyer is immediately billed for the item. Some say because of our affiliation with Paypal - this couldn't be done here - but may be something Ebay is considering once everyone is in managed payments - which would be great for sellers.

If the buyer places the order using the Buy It Now button the IPR would apply since they have placed the order. However, when they made the offer you had 48 hours to accept or reject it. Thus it would not be logical for the IPR to apply. Once you have accepted the offer the buyer has a minimum of 48 hours to pay before you can open a UID and 96 hours after that in which to pay.

I am never giving eBay permission to charge my credit card without express permission. I think eBay will lose a lot of auction buyers if they make this change.
I have paid for every single of my over 20k purchases here.
For what it’s worth I’ve had offers accepted and realized it later by looking at my purchase history page.
