Yes.

But he cannot bid on them.

Just delete the messages and do not respond to them.

If you have not responded to any messages, he will not be able to contact you after you block him. He will not be able to bid, offer or buy on any of your listings.

Even if you block him and click the box to block messages, he can still contact you through your listings. eBay won't close that loophole.

Yes they can still see your listings but can't bid on them.

Edit; I just noticed the loophole that Jen said, didn't know about that.
