I don't know for sure but it tells me "! something went wrong. Please try again later" 3 times in a row. It Usually seems to be my antivirous or VPN not liking it (same software bundle) when that happens.
Just like my dog.....if she growls I usually get suspicious.

It's a legit subdomain of eBay and safe for the original poster to enter their info. It's the domain used when sellers have to update their SSN and account info.
You're getting an error @roccotacodad54 because that URL is specific to the original poster's account. Everything after the ? in the URL is a reference code for their account, not yours.
