I sold here off and on in the past and was always able to turn off 8 free auto relist under actions. I just started to sell again after a few years off and I can't seem to find out how to do that now without ending auction completely which I'm sure ebay doesn't like. Any help would be appreciated.

If you select the auto-relist option (if available) when you create your listing:
Automatic relisting is available for most categories, but there are some exclusions (see below). If your item doesn’t sell after 8 relists, it will appear in your unsold items - opens in new window or tab.
Keep in mind that the automatic relist option is only available on listings created by new and occasional sellers. The option will not show for other sellers.
Next to the Active Listing (View Active Listings), I think you can "Assign or Edit Automation Rule"
in the dropdown box

I think eBay only objects if you cancel an auction when there are active bids on the item. I think it's fine to end an auction early when there are no bids. I've done it myself several times and I haven't received any dings.
