If I have money in my ebay account from selling something, how can I use it to buy on ebay?

I prefer to transfer the funds to my bank and make purchases using a credit card that has cash back incentives and extra buyer protections.

You have to register with eBay for MANAGED PAYMENTS where you provide your banking information to get paid at all. If eBay allowed you to list an item without doing that first, you will not get any money until you do this. New sellers and occasional sellers will have their payments held (i.e. no money sent to your bank) for 30 days anyway.
When that is running smoothly, then you can consider applying to use SPENDABLE FUNDS. eBay does not supply credit cards. Typically, you have to apply for one at your bank, or at VISA, Master Card, American Express, Discover etc.

I would echo the thoughts of the others here.
Make sure you have your funds setup to transfer to your bank.
Then you can get your own card either through your bank, or other financial institution. I use a PayPal MasterCard myself for most of my daily purchases (2-3% rewards), and all of my sales are sent to a bank account that is only used for selling on eBay. I can then transfer money from it to other sources.
I have never even setup the option to pay for things with funds. You can do that on the payment page located here:

Thanks, since ebay does not have my banking info what may be why I cannot get to the spendable funds sign up?
