how to list an item for a specific buyer

There is no way to restrict a listing to one specific buyer.

Relist the item in fixed price format, with a very high asking price, and "Best offer" option. Then the intended buyer can send you an offer at the agreed-upon price.

What exactly do you mean by "did not complete the transaction in time"?  Have you set up the option that automatically cancels a transaction if a buyer doesn't pay? You can turn that off for any selected transaction.

If you are listing as fixed price (not auction), one surefire way is to decide on the price with your buyer, list the item at an absurdly high price with best offer. The buyer will offer the agreed upon amount and you accept. Example: you want $100, list for $500, buyer offers $100 and you accept. Easy Peasy. There are probably other ways but that has never failed for me.

What does that mean? I sold several items myself over the holiday. The ones I was able to ship on Friday and Saturday were delivered today.

There's nothing wrong with listing an item that someone has expressed an interest in for a certain price, but give yourself a backup in case they ghost you. List it as Fixed Price for the agreed-upon amount and with the Immediate Payment Required option set, and set a starting time in the immediate future (e.g. at the top of the hour, sometime later in the afternoon, or whatever).

Send your buyer a link to the listing and let him know when it will go live. (He will not be able to access it before then.) As long as he is reasonably prompt, he will find the listing when it appears before anyone else does. If he doesn't act as promised or otherwise fails to hold up his end of the deal, you may at least be able to sell to someone else eventually.

I'm a bit confused at OP's post.  You can buy and pay on eBay 24/7.

I always just list it as "Custom lot for USERNAME" with one basic photo of what is included.

The description will just say "Don't buy unless you are USERNAME".

The customers who were actually going to pay always buy these lots immediately. I have never had someone else buy one.
