When I opened my other selling account, I just called eBay.
I was told they don't link the accounts, but they can look at the established account and make a decision that way, which they did.
Now I have a high selling limit on both accounts.
I don't know why they would have told you that as Ebay has linked accounts for years. But you are correct, calling Ebay can certainly help if you have an established selling account already in good standing.
The same is true for PayPal, you can get past the payment holds too if you are using the same PP account for both your established selling account and your new one.
