So im a new seller and i listed a couple of airpod chargers recently. And ive been swamped with a scammer using multiple different accounts responding with the best offer option saying contact me through their phone number or email. ive just declined the offers because im sure it was a scam. But now a buyer bought my airpod charger and paid through paypal but the buyers ebay account was created today and paypal marked on hold "because we believe this transaction is a high risk. So my question is how should i cancel this scammers order without dinging my seller rating?

Cancel because buyer asked you to do so. The cancellation will be automatic. That's your best choice at the moment. Worry about any potential FB later....

Wow, you've got a land mine. I'm no help, sorry, but I am adding to it so I can see what others reply as I want to know, too! Kudos on knowing the "please respond by email' thing is a scam", you sidestepped that one neatly!

You can't ship because there is a hold on the payment so you have to wait anyway to see if the payment clears. Where is the buyer located? Can you cancel based on the address. Is it an address where you don't ship to? As for those who tried to message you with requests to text, phone or email them, block those users.

@momosk-82… "So my question is how should i cancel this scammers order without dinging my seller rating?"
The only way you can cancel is:
1) "I'm out of stock or the item is damaged"- earns a ding. You're not; it isn't.
2) "Buyer asked to cancel item(s) in the order"-earns a ding. Buyer hasn't.
3) "Something's wrong with the buyer's shipping address"-earns a ding. You don't know that.
Don't cancel yet... it's a bridge you haven't come to.

Yeah, it's a bummer... and I'm feelin' you.
Did the message give instructions to call/message or how to proceed? I would think that eBay could cancel it... and if they do, you can relist immediately. That's the proper way to do it.
I will qualify my earlier post. You won't get a ding if you don't get caught. Maybe the payment won't go through...

2) "Buyer asked to cancel item(s) in the order"-earns a ding. Buyer hasn't.
I'm sorry but that is incorrect. If you choose this option it is not a ding on the seller. I've used this countless times and not once have I been dinged. The buyer can leave you negative FB for having chosen this option, but you can always fight that later on and it's better than losing your item to a scammer. Best of luck to you....

Thanks, @lamber9347 !!!
I didn't know that bad feedback was the worst that could happen. I may need that knowledge later!

If there is something wrong with the buyer's address you do not receive a defect. For example sometimes the buyers address is invalid or it's international location which I do not ship to so cancellations are warranted.

That would be a total scam. The buyer did not ask to cancel and the OP is not even positive the buyer is a scammer. Your telling the OP to do something against Ebay policy. If they choose that route, hopefully the buyer will call and get the seller on the radar for scamming if they choose buyer asked to cancel.

Are you sure that the payment is not on hold because you are a new seller? Ebay does require PayPal to hold some payments.
