how do you send an offer for an item to people are watching, i don't have a store thanks Mike

@kokoek9 You don't need a store, as far as I know - you can do it either from My eBay Selling or the seller hub:
Sending offers to watchers (all about offers).
If a buyer watches your item or adds it to their cart, you can send them special offers. If the buyer accepts, the item will continue to be available for purchase until the buyer successfully completes payment.
Here's how:

You cannot "send offer" to everyone who watches your items. EBAY decides which items you are allowed to send offers to. To send offers on eligible items....go LISTING, ACTIVE (and click on SEND OFFER ELIGIBLE).

I believe it's the buyer who decides - they can set their communication preferences to not receive offers, so the option simply will not show up.
Also, as a general note, I don't send offers if I see "0" in the watch column - that means whoever is eligible simply looked at the item and I don't care to pester people with offers who only looked and never placed it on 'watch', but that's my own preference.

Why don't you just adjust the price on your listing? I have lots of people that "watch" my items but I never pester the watcher(s) by sending offers.

@kokoek9 eBay just recently made it so that if someone even looks at a listing ("view"), they're eligible for an offer. It used to be if the shopper looked at a listing 3 times (I believe) they got the offer, but that changed.
@dbfolks166mt I've had people thank me for sending an offer. I sell on Poshmark and am really used to sending offers, haggling, etc., and I suspect a percentage of shoppers are also used to it. I guess I'm always playing the odds and adjusting margins. I do run sales, too, though - I need to be moving this stuff along.
