Your on the USA board.  You need to ask on the German  eBay board as the rules are different.  I assume your country has it's own board. Not every country seems to.

Yes you do.  Selling outside the Ebay platform will get your suspended.

No such thing as freelancer on ebay.  Security is important on the ebay platform.   If you want to freelance, you need to do yard sales and perhaps flea markets. Sorry.

     Yes you will need a selling account to be able to list and sell on eBay as well as get paid. As others mentioned you are in Germany so you may want to check eBay EU with regards to how you go about setting up an account and what is required by eBay to do so. Make sure everything is in place BEFORE you start selling especially with regards to how you get paid.
