I think the way is to find the link to get them to call you back. I've done that several times at around 2:00 a.m. PST and was called in less than one minute every time. Start by clicking on ebay help at the top right of the page and follow the links.

You may be better served to post your issue here without giving any specifics, or naming anyone.
Sometimes the CSR's give less than helpful, or incorrect information as they wander away from the scripted answers.
Many problems can be solved, or more accurate guidance can often be given by the buyers, and sellers that post on these boards.
Often contacting CS is not needed.

The phone reps are undertrained sub-contractors in the wilds of Utah who have to answer a quota of calls a day. They want you off the phone so they can have a pee break.
Go for the Chat function which has eBay employees and because it is typed, you get a transcript of the discussion to review if what you were told is what you think you heard.
Also possible are the FaceBook and Twitter accounts which again are answered by trained employees and give a transcript.

The usual problems a Seller has are reports of items that have not been delivered (INR) or are not as described (NAD).
Both of these are efficiently handled through the Resolution Centre.
Yes, you are responsible for late deliveries. You are required to refund if you cannot provide a tracking number with Proof of Delivery.
Yes, you are responsible for return shipping costs even if you have a No Returns policy. You can refuse the return but you cannot refuse a refund.
You can demand that the unhappy buyer open a Dispute.
You can have a No Refunds Without Returns policy.

You'll get "Dan" in India reading from a script.
