I received an email from another buyer. This person wanted the same item that was in a bid, the person also mentioned that the other person never paid which only Ebay and I knew. Then he turns around and pays for an item I countered bid on. I never agreed to the purchase. He then paid for the item. It was an intrusion because other people had begun to bid on it. This person knew the person who bid for the item in the first place. I also felt like I was swindling me. When he made the payment, it was the same scenario as the first, I never receive payment. Now I refuse to deal with him. Each time he made an offer I countered his offer.

Not sure I understand your message. So you had a buyer who bid and won, but did not pay?
Are you aware that, if a buyer has not paid by day #4, you can cancel on day #5, citing "buyer did not pay" as the reason?
There is no such thing as agreeing to a purchase, but you do not have to accept an offer. These are two different things.
Again, not clear on what you mean in the rest of your post.

Stop countering the offer, ignore it and put him straight on your blocked buyer list.
If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

if this person continues to annoy you block them on your buyer block list. If you want to avoid future problems, stop using auction style listings and sell your items at a fixed buy it now price with immediate payment required checked off and NO best offers. I stop using auction style listings years ago and now when I have a sale I always get paid.
