@mahdang-0  Opening a store does not remove the new seller limits.  You should cancel the store if you did not sign up for an annual contract as it's a waste of money right now.

Have you completed all of these steps to set up a seller account:

Have you linked ebay to paypal?

http://www.pages.ebay.com/help/account/link-paypal.html

Have you linked your bank account to paypal
Have you added a credit card to help verify your identity.

Have you told ebay how you will pay your seller fees?

Your selling limits will not increase until:
It's been more than 90 days since your first successful sale.
You've had more than 25 transactions and $250 in sales.

We’ll review your account every month and adjust the limits automatically based on your sales volume and the feedback you’ve received from buyers.

When you’re comfortable fulfilling your orders, and have a good track record with customers and with following our policies, most specific category limits will automatically be removed. However, other limits may apply depending on the categories you list in.

Neither of the pages that you  linked to mentions those specifics that you highlighted in color: 90 days, 25 transactions, $250.  Those are the specifics for graduating from the new-seller funds hold.  Do you have a link to a page that mentions that those thresholds also apply to increasing your listing limits? I'm pretty sure that I've heard of sellers who got their limits increase in less than 90 days.
