id like to list about 700 paintings. around 500-5000 dollars each. some might go as high as 50k. not sure

It's a listing limit. So, once listed items can be bid up with no limit. Listing limits are based on how long a person has been a seller, when they last sold, any complaints and how much that have sold. New sellers will have limits. They will ease off over time. New low feedback sellers should start with low value item anyway. No legit buyers will bid or spend much on new unproven sellers. They will however attract a lot of scammers.
eBay has never disclosed the exact way they set a seller's limit.

There are limits for new and occasional sellers on how many items they can list.
There are limits for new and occasional sellers on the value /opening price of listed items.
These are protections from both buyers, who could be scammed by a "hit and run" seller, and sellers who may be naive about how the Money Back Guarantee works.
EBay tells you how many listings you can have and how much value you can set.
So you maybe able to list 10 item OR $100 value.
That would be 10 items at $10 or one item at $100, or 5 items at $20.
BUT.
If you use Auctions, those values could be the opening bid and the bidding is allowed to go higher.
BUT
Most Auctions end with one or fewer bids. And if it sells at the opening price, the seller has to ship.
Having a Store does not increase these limits.
You can request an increase every 30 days.
But you need to have (I think 90 sales within 90 days) a certain number of sales within a given period or sales of a certain value.
I tried to find the numbers but I couldn't.
If your friend has a question, they should ask it themself. Often the answer is obvious to an experienced seller like @simba6
As it stands, your account and your friend's account are confusing each other.
How long have they been listing?
Do they have a Store and what level?
How many items are they selling currently?

For the type of art you are selling there are a lot better options like Sotheby's, Christie's, Phillips, Bonhams, and Heritage auction houses. As simba6 as a new seller with high dollar items you are a scam magnet. Make sure you understand how the eBay MBG works and how CC companies handle chargebacks. Always remember the #1 rule as a seller and that is to NEVER list anything you are not prepared to take the financial loss on.
