We sold a Steam card on 9/6/17.  The buyer wanted us to send the code instead of waiting for receipt of the physical card.  We are new sellers on Ebay, so my husband contacted Ebay to see if they thought it was ok to send the code to the seller.  The Ebay representative said yes, go ahead, we had seller protection, so we should be ok.  Turns out the "seller" hacked the account of a legit paypal account holder.  Paypal has now investigated and today informed us that they returned the funds to the "seller's" account. Since Ebay said it was ok to go ahead and provide the code to the hacker, we would like to file a claim with Ebay, but I can't figure out how to do so.  Any assistance would be greatly appreciated.

Do you mean the buyer hacked a sellers account?

If you never mailed anything, see this:

OK kids, time to get the Dodge loaded up again. I hear 'Poppy's By the Tree' calling. This trip might be a long one too.

I just wouldn't sell any type of prepaid card or gift card unless I got cold hard cash or bitcoin.  Ebay offers no protection for this type of sale.

This now appears to be the standard modus operandi  of offshore foreign call centers, since they get paid by the number of calls they COMPLETE per hour ... not the number of correct answers they give.

Ebay seens to be OK with that, since they continue to employ these call centers.

Oh, and by the way, just an FYI ... that "Supervisor" you ask to speak to when requesting a call escalation is the guy in the next cubicle who just happens to be idle at the time.

I used to work at a call center here in the USA, handling Bank of America, Metropolitan Museum of Art, Chadwicks of Boston, JUNO Free Email ... I KNOW whereof I speak.

It is against eBay policy to send a digital code, you must physically ship the gift card. The eBay rep was wrong. Sorry this happened to you. It might be helpful to read through eBay's rules and guidelines for the category of the item you are listing to understand the rules, and avoid issues like this in the future.
