I was wondering if this has happened to anyone else...the past 6 months my feedback score is 99.4 % I have been trying to get it back up and today it dropped to 99.3 % there is no negatives or neutral comments I also don't understand how 97 % of good feedback doesn't outweigh the tiny 3 % I have had in the last 6 months, why hasn't it leveled back out to 100 % feedback?

You can see exactly how the percentage is calculated by clicking on the little "i" in a circle next to the percentage on your feedback page:
Since the percentage is calculated based on feedback received in the last year, the percentage can go up and down as old feedback passes the one year mark. If you go a full year without receiving any new negatives, your percentage will go back up to 100% as long as you have at least one positive rating in that time.

Your feedback percentage is based on all of the feedback that you have received in the past 12 months. So that neg will keep you below 100% until it rolls off a year after you got it.

Thanks, yeah, I knew that, so I don't know what changed all of a sudden after 6 months to 99.3 % everything is still the same

I think one of your positives received in the last year must have passed the 1-year mark and fell off, reducing your positive feedbacks (in the last 12 months) from 390 to 389.

The positive feedback that you've gotten rolls off after 12 months, too. So if the total positive is decreasing then the effect of the neg(s) will increase.

How can it be 100% feedback when you have had two negs over the past 12 months that enter into the calculation. And stop whining about your hurt feedback score when you do get a neg. Keep to the facts alone.

oh no!!!! but I just got 2 positives today to make up for that, this is awful...I don't like there system, even though I have top seller plus, I still want it to go up not down and not only is it confusing for buyers, saying a top seller plus but only 99 % feedback

Then maybe 3 fell off after the year passed.
My point is that you have fewer positive feedbacks than you had before so they aren't offsetting the negs quite as much.

Feedback percent not really working properly either way.
Saw someone with negative feedback that still had 100 percent. Based on that feedback it should have been 99.8.
Also i had 2 negatives and 1 fell off a while back, feedback score did not change and is still at 99.2 while it should be 99.4~ at this time.
Not that it matters that much to me personally, just an observation.

Only unique feedback counts toward the percentage; repeat feedback in the same week does not count. If the percentage is 99.95 or greater, it rounds up to 100%.
